 Topic - When to change cycle tyres???

I only started road biking last year so bear with me about stupid questions here...
I cycled up and down Gibraltar Rock today... a nice experience.... dodging apes etc.
Well Got back home and checked my bike over. I noticed on the rear tyre dots approx 3inch apart all the way round (not dents/holes, just Dots...).
Is this just a wear indicator?
