Er...probably because Channel 4 had nothing to do with the making of this film. On the other hand, the BBC did help produce it, and has shown the film (on BBC4, I seem to remember).
However, it hasn't been shown as widely as it deserves, in part because of a concerted (and really rather nasty) campaign by opponents of Chavez - a quick browse of the web should supply the details for the curious.
