I wouldn't worry too much.
The reason why the permission got knocked back in the 1st place was the LDNPA were worried that the road wasn't suitable for a lot of traffic.
That is the same road that carries 1/2 million people a year to the stone circle !
From what i've been told that they are building they are certainly not planning on groups only. I guess they will get going with the group thing + then look to do some sort of feasibility study before being able to open up to the masses.
I remember chatting with big John about 18 mths ago + he told me that 80% + of his income came from groups so it's no surprise they are going down that line first.
