There is one on Lundy called Needle Rock with some very good routes in the grade range you suggest.
I'd say the outer stack at Screda Point near Hartland Quay on the Culm would suit. Needs low tide to access but there are about 1/2 dozen routes on it at the grade, although the best, Needle Direct just creeps into VS and 4b. Unlike Hoy, there's a pub 5 minutes' across the beach!
