Has this ever touched down/had an ascent?

Yes, it has touched down, in the late 1800s. There is a photograph in a book about the canal - it looks massive, certainly climbable. I believe they charged people to come and look at it from the bottom. I understand that it is caused by the sluice gate being forced open as the water starts to freeze and the ice expands, therefore letting more water escape.
