Sealing garage walls

Right so the walls in my man cave are weeping slightly. It's an old garage originally built separate just slightly to the side of the house. The water ingress isn't a major issue. However i'd like to put some shelves up on the walls and believe that said weep will seriously affect the longevity of the shelves, and also possibly dictate what I can put on them. So with this in mind I'm looking for a cheap solution, cheaper the better, to minimise the water ingress. It's an old solid block walled structure with a number of large pre-cast slabs for the ceiling.

Any ideas folks? I'm thinking perhaps someone might be able to suggest some sort of sealant solution that I could paint on that won't cost a fortune. As well otherwise the water situation isn't a major issue and fixing it would be more of a help as opposed to something that needs to sorted immediately for the structures sake.

Plastic sheeting then cladding over the top of it?
