say where you live and someone local might have something he can pick up - P&P for wheels isnt cheap.
Don't know what your budget is, but Superstar Components do probably the best value MTB wheels.
What is 'not much money'? And does he need standard QR wheels, or something else?
Those superstars linked above are a good deal, or I'd suggest he looks on the For Sale forum at Singletrack, which is generally overflowing with S/H wheelsets.
Cheers, I'm in Lakes, and I think budget be under a ton. I'll check your links out and what not.
