Funky knot for an abseil. Why so complicated?

Can anyone offer an explaination for this knot?

Ok, I think I see it's just a tied off munter hitch for lowering someone.

It's just a releasable abseil. If the client abseiling gets stuck you can lower them off the hitch... as long as you have enough rope or a safety line.
