Doing a little research on Mount Elbrus.

Read somewhere that you need a border area permit, obtained from the ministry of foreign affairs and to achieve this two of the conditions are:
> 1. A signed letter from a reputable organisation

Is this a fancy way of saying that you need a guided trip?

> 2. A route plan

Does this restrict you to a certain route? Anyone know if you can submit more than one?

Thanks

The Russian system works with guiding. For Russian VISA you need an invitation from some tourist organizer.

The tourist organizer can answer your question. It's a big hill so your basecamp selection probably limits your choise of routes anyways.

The Russian-Georgian border is rather sensitive still. There was war in 2008 which is not that far ago. The Georgian side is more relaxed but I've understood the Russian side is more or less closed. They say the paper work will take two months or more.
