Austrian laps

I've been advised to try doing some "Austrian laps". What exactly are they and what are they supposed to train?

Climb up to the first clip.
Lower off.
Climb up one more clip
Lower off
Climb up one more clip
....
until you get to the top or can't keep going.

So if the route was 10 clips high you would have climbed
1 + 2 + 3 + 4 + 5 + 6 + 7 + 8 + 9 + 10 = 55 clips or 5.5 x the total route length.

I believe they are the same as 4x4s but done upside-down. For when you need to gain strength and drop endurance.

Has anyone actually used austrian laps to train? Are they effective or would my time be best spent doing something else?
