Computer monitor overscanning

Suddenly my monitor is overscanning, so that the 'linedown' on the right of the page is no longer visible, the 'X' is only just clickable, I have looked in Control Panel but cannot see an answer, help anybody?
Or that could be underscanning, I don't know.

I think you change this on the monitor itself, rather than on the PC.

Well, you do on my monitor at least.
