Smallest shoes possible for children

Training young drolexette (16 months) for climbing. Or she trains herself: she cannot walk yet (lazy and scared it seems) but she climbs stairs, small boulders and other stuff (not lazy and scared in this case - babies are stupid as I like to say).

She had a few cases of slipping and hitting her chin, resulting in muffled complaints ("ho-ho" she goes), because the soles of her shoes are quite slick. Anybody knows of something that could fit tiny feet and wouldn't slip too much on rocks? Not thinking of stealth rubber (not yet - though...), more espadrilles or crocs maybe but can't find anything in size 3...

Our 15 month old has got baby crocs. I think she's size 3-4. TK Maxx always worth a look..

Clarks doodles are quite grippy, as are some of the supermarket toddler shoes.
