Bolts at New Mills Torr, who was asked?

There are some bolts in the bridge at New Mills Torr. As the bridge will belong to someone, I assume someone was asked for permission, I`m not even sure what kind of bridge it is Rail, Road or Canal. Was it a hoo haa to get permission, are the routes well used and popular?

This was done by (or with the permission of) the local council. I think the routes are indeed used.

It's a road bridge right in the middle of town.

A good venue in mixed weather thanks to shelter from the bridge like the trad routes and bouldering on the cliff next door.
