Who should teach correct use of lower offs ?

Climbing in Portland last week I saw several pairs of climbers top roping repeatedly on the lower off staples instead of using quickdraws until the last person lowered off, people top roping with only one snapgate quickdraw in one lower off staple and in one case the staples being threaded when there was a new chain and lower off ring attached to them...

Polite explanations of the correct way to use the staples were generally well received though met with scepticism in one case...

Maybe a BMC or UKC article is needed or climbing wall instructors teaching CWLA include it (assuming they don't already).

This was happening all over the place last weekend. Mostly guys setting up top ropes for their girlfriends because the girls didn't know how to clean the route and the guys didn't want to climbing everything twice.

The one snap gate top rope is a concerning case of incompetence.
