crankset upgrade?

would I notice much in terms of weight (200g) and performance going from a Tiagra 4503 to Ultegra 6703 cranks?

Not really - wheel weight is where you'll feel big differences with that sort of differential. Ultegra will probably "feel" nicer and maybe shift a bit better.
