What happens if that's what they're listening to? Opera is always going to be the best music for communal listening due to it's compositional emphasis on projection.
To be honest, if it's someone who would be listening to music either way, you'll probably be happier than if their belayer has a larger speaker on the ground aimed up at them. Surely a small personal speaker is better than a large public address speaker?
Would agree that it's pretty expensive, considering if it's aimed at Bluetooth phone users, it's likely they'd already be able to simply play music aloud using their phone, and a phone case with a clip is much cheaper, but I guess it avoids bashing your phone around.
