Good luck designing something that is robust, light, strong enough, cheap enough, easy to clip and tolerably difficult to unclip but won't accidentally release the rope. Most of those things might be achievable in combination, I'll be impressed if you can tackle them all.

I guess you mean 'a belay'. That's not a problem with a general solution but there are already several good enough improvised solutions.
