Interesting move from birmingham council, using the civil court rather than criminal court for this.
It seems to be a way around victims in 'love' with their abusers, but surely naming them and effectively saying the police cant do anything due to lack of evidence is inviting vigilante attacks? And the police gave an interview saying they had followed a 17yr old they were concerned about being driven to a hotel where she was found drunk, and naked in a room with this group of men
