For what it's worth I consider than almost all research into A.I. has basically no connection to machine intelligence or consciousness. People such as Prof Kevin Warwick have done their best to convince the wider public otherwise, but ignoring their self serving, grandstanding PR efforts, the field of AI really has little to do with actual intelligence or conscious self awareness.
On the other hand, some of the constructed neural networks are encroaching into primate levels of complexity, e.g. TrueNorth or SpiNNaker. Efforts are underway to produce a full human brain simulation within the next ten years, and we now have laboratory equipment that can image the entire neural signalling of the entire brains of some fish in real time, continuously. Many pieces of the puzzle are on the table and are coming together.
Frustratingly it's almost 20 years since this paper -
