I've only visited in summer, but it should be -- the boulders are generally very exposed on the hillside, and they get all of any sun that's going.

"The boulders all dry very quickly after rain, although the landings of the lower blocks can become saturated after prolonged wet spells. The fastest drying blocks are the main boulders of the Northern Group, Warm-Up Area, the Undercut Boulder and Kits Boulder."
