Wythburn Fells with Grasmere Common backed by Langdale Fells, taken on the way down following a wild camp up Helvellyn , 3 kbA proposal to fence off a large area of open fells in the heart of the Lake District has been condemned by campaign groups, who claim it will impact on the freedom to roam. And look horrid.

What other methods are there of preventing stock movement?

Presumably there would still be access points for walkers?

If I've understood correctly, this fence is to keep sheep out. Presumably, it would only have to be a relatively small fence so would not affect access in any way (even deer fences are climbable fairly easily). Considering people have been moaning about overgrazing in the lakes for decades, I'd be surprised if there was a strong reaction to this. Having said that, I do agree that fences will detract from the wildness of the hills in a way that the countless tumbledown dry stone walls don't. An interesting issue, and I'm not sure where I stand on it!

On the fence, perhaps?

Seems like a sensible proposal to me. In the Highlands there are any number of fenced off areas along the sides of glens where the indigenous woodland is regenerating rather nicely. And access is far more 'free' up here than it is in the lakes. Different animal being kept out perhaps, but could result in similar regeneration.
