Once something has been burned to a dvd is there any way that the disk can be erased and used again or is the burning process permanent?

Depends what DVD it is. Mostly no.
DVD-RW (rewritable) yes

Out of interest, what you burning?
Probably a better option out there?
Point to note, a lot of video DVD players etc don't recognise Rewritables which is annoying.
