depends what you want to do. Personally I prefer spring & autumn - warm, often sunny & very pleasant. Others will tell you that winter is better as the friction is better but if, like me, you climb in the lower grades, that's not so important (& winter is very often wet & cool rather than dry & cold). Midsummer can be very hot (40°not unknown) although early morning/evening can be good, especially in the shade.

So all times of the year can be good....

Best to avoid French, Belgium and Dutch Bank Holidays as the motorway traffic is heavy and the campsites get inundated.

Avoid July and August in summer (too hot).
And when it's snowing in winter...
