Am thinking of getting a new TV and connecting it to the web but was wondering with average usage do ISP's get stroppy about the amount of data this uses?

Looking at the iPlayer downloading stuff in HD is pretty much a GB per programme not to mention 4k Netflix so over a month?

I currently get stuff off the blindingly fast pipe at work.

They may get stroppy (but unlikely) only if you are on a capped contract, just look for an ISP that will offer unlimited usage if you haven't got one already (fair use policy usually applies i.e. don't expect to be able to download 200GB a day for 30 days and get away with it)

On Connected TVs iPlayer is currently 1500kbps for SD and 2800kbps for HD; ABR devices (which are currently the minority but newer devices are likely to go this way) have 800, 1500, 2800 and 5000 (possibly, I can't remember) options.

I would be very surprised if an ISP would get shirty these days for VOD usage, but you will need to have a broadband deal with unlimited data.
