Hi I bought a pair of these from Blacks at Ambleside for 25 quid in the sale the zip goes right up to the knee and I myself have found them to be very waterproof and surprisingly very breathable while walking up to Indians Head in the Dark Peak in very heavy wind and rain.

I've got Berghaus Deluge, used for 5 years on and off and for the money they probably can't be beaten, esp in terms of cost, winter and durability (plus almost full length leg zips so great for crampon use etc). Gaynors have some for 29.99. Or else Rab Bergen - more expensive but eVent.
