I highly doubt the 'ban' will be headed by anyone.

They are probably just trying to work out how they can charge for it..

Seems like they are after unofficial guide outfits. Not independent climbers.
Does anyone know how things are on Ko Yao Noi now or how the 'ban' there has effected independent climbers?

I noticed the bit saying scuba diving , jet ski's , base jumping e,c,t haven't been banned !
plenty of other places to go Climbing if were not welcome

That's usually the case here.
Hopefully it will just weed out a few dodgy guide operators hauling top roped tourists up easier routes.
