I also think anyone responsible for most the services provided to 600 000 people, from social care to housing to museums, refuse collections etc etc, with 20 000 employees and being in charge of a budget of 2.3 billion probably needs to know what they are doing. It doesn't seem a crazy salary for the person in charge.
