Cycling Thread Juxto: Lights v Black

There are two cycling threads currently active and being discussed: -

In one, cyclists are saying that they need bright lights to ensure that they are seen by other road users.
In the other, they are saying that they should be able to wear dark clothing because they should still be seen by other road users despite their reduced visible presence.

I'm confused...

In one thread drivers are saying cyclists are being reckless by not making themselves as visible as possible, and in the other thread drivers are saying cyclists are creating a danger by making themselves as visible as possible.
