The bird restriction on Stonestar is active until 30 June (if the young have not fledged by that point there may need to be a short extension).
As a general point the annual restrictions are agreed each January between Natural England, Lake District National Park, BMC and FRCC (I attend on behalf of the latter). UKC are not involved in the process, if you want to know any current access arrangements take the BMC RAD as definitive. For access matters within the Lakes the FRCC website is also definitive.
If you want to climb in the Duddon before Stonestar becomes available why not take a look at the various crags on the FRCC website that have been developed over the last 10 or so years and have yet to feature in any guidebook; hundreds or routes to go at.
