Can they be recycled?

Ink jets dry up rendering them useless if not used. Is that fact or fiction?

The ink jets are produced by the cartridge not the printer I think. If they are clogged, dabbing with a little warm water on a paper towel can help,

Depends on the printer.
Some the jets are on the cartridge, HP normally are.
Some are in the printer, Epsom and Lexmark always used to be.
