As I understand it this referendum is simple majority. So one vote nationally could swing it.
According to this Reuters guide

This is odd because it doesn't matter if a local area has a close result, what matters is whether overall the result is close. If the overall result is close then we should recount everywhere as a miscounted 1000 votes in a landslide area makes as much difference in a 1000 votes in a knife edge area.
Am I missing something?
