How is this set up? 

I've watched the finals at Munich and there's also a final at Vail plus other locations.

How can there be so many 'finals'??

It's a 3 round event.

Round 1 = Qualification.

Round 2 = Semi Final.

Round 3 = Final.

There are 2 genders hence finals.

There is also of course the last (final) event of a World Cup season.

It’s not like the football World Cup with a big “finals” every four years.

Every individual event (Munich, Vail, etc.) has a final were the last handful of competitors, selected by performance in quals and semi, fight it out for the round win and associated points towards being the overall season champion.

On top of that some events which might be running a round of say “lead climbing”, might also be hosting a “Speed climbing” round so that will have its own final too.
