If it's a druggy robbing type then I'd say a

 "junkie of scumbags".

If you want to keep the scumbag definition vague then I'd say a 

"Vile of scumbags"

If you are in polite company and referring to the financial sector, the phrase "a wunch of bankers" can be useful.

Ahhh, if you want to direct the collective noun at MPs scumbags, then may I suggest:

"a Marxist if scumbags"

or

"a Socialist of Scumbags"

or my personal favorite,

"a woke of scumbags"

but if you'r hell bent on including the Tories in this noun and not making it party specific then maybe it should be

"an authoritarian of scumbags"

The PM feels quite personal to us, he’s on telly every day. Scumbag is a term generally used to describe unknowns i.e “…them there scumbags smoking them drugs on the park”

Boris is more of a shitbag than scumbag, sorry for muddying the waters

no, Sullying the waters is now a very positive thing.

I  agree with a "party" of scumbags but there is also the alternative "Stinkheap" which could be adjoined with the heretofore mentioned "party".

I believe the word "Entitlement" can also be used for a multiplicity of scumbags, again perhaps in combination with "party".
