The only occurrence on the internet of the expression "in with the loaves and out with the fairy cakes" is this article and others about the same event:

Is this an obscure baker's Cornish expression? Has somebody mis-heard the real expression? Or is David Bliss the winner of the local sweepstake for who can get the strangest quote in a national newspaper? I've got to know...
