Does anyone know if there is any way in which an image can be manipulated as follows:

A digital  photograph of a prominent mountain such as Matterhorn or Ama Dablam to appear if it is surrounded by sea. It's not simply a question of copy and paste sea into the foreground. The problem occurs where there are irregularities in the contours of the mountain.

Hope folk understand what I'm trying to envisage.

It's one of those skills where there's really no short cut. You have to learn how to use Photoshop ... which is a long business and never really stops.

Photoshop is the obvious answer, but to do it convincingly takes a fair amount of skill and time.

What will your viewpoint be for the final result? Most mountain pics are looking up, whereas sea pics are looking down.

Horizontal - as if viewer was standing at or just above(relatively) sea level, say up to a very maximum of a hundred  feet.

Not really. Inspired by a whimsical pen and ink drawing I saw many years ago in the Pyrenees. An iconic mountain(Pic du Midi d'Ossau) portrayed as a rocky island
