Even if you could find out, I don't think it's a good idea to publicise the data on youngest known runners as it just encourages people who might not be ready or could end up with pushy parents looking for records.
If you want to do it, then make sure you're ready and prepared and do it. I wouldn't necessarily chase a record of youngest person to do x.
