First off, it's 10k. Second, the alternative is not to <create> jobs; the alternative would be to give the money to the unemployed in return for doing things which are deemed to be useful. Instead they have chosen to give the money to someone who owns a bull in return for letting it loose around the village.
There's a lot wrong with the Spanish economy but when Bankia has just received a 23bn Eur bail out this really seems to be an irrelevance.
