I'd say the outer stack at Screda Point near Hartland Quay on the Culm would suit. Needs low tide to access but there are about 1/2 dozen routes on it at the grade, although the best, Needle Direct just creeps into VS and 4b. Unlike Hoy, there's a pub 5 minutes' across the beach!
