Won't go beyond its design speed, but unless the line has continuous automatic train protection (not very common off the new high speed lines, and this was a high-speed-ish train on a conventional line not unlike the situation with Virgin Pendolinos) there is often nothing to prevent speeding through a section of line once you've passed the speed limit board.
