If you leave Betws towards capel curig. Then drive through the 40 zone into where it turns to a 60 and splits into 2 lanes. Follow this for a bit until the green forestry sign appears on the left. Turn up this gravel road and drive up past a couple of bends and park in the obvious parking on the right. If you drive through a gate, then you have gone too far.
You then have a 15-20 min walk up hill following the road. You'll pass an obvious small boulder sitting atop of a hill on one of the penultimate bends.
The Buddha roof is visible on the right through a clearing when you reach the point of the road gradient flattening off.
