Or maybe it's a windup? The original post was a bit strange, almost as if it was written by someone who has never been through/doesn't know the process of obtaining a building to build a wall in. There is no listing for planning permission for a change of use on the council sites, (which would be standard), and you can't just rent a building a build a wall in it unless it is already D2 registered, (which is unlikely in a heavily industrial area like Coventry where industrial use is fairly well protected).
