Could it be that Qatari life expectancy is equal, but the 3:1 ratio is for all population? Qatar has a huge number of male construction / oil workers from Bangladesh / Pakistan / India / Africa that probably dont enjoy the same living / safety at work standards as the locals (allegedly......)
