Should Archbishop Carey be charged?

According to the Church of England's own report into the abuse of children by Bishop Ball, it seems that:

Bishop Ball accepted a police caution for offences (accepting a caution is an admission of criminal conduct).

At that point, the then Archbishop of Canterbury (now Lord Carey) had received six different letters from six different people alleging further allegations. He then selected the least serious of these letters, and passed that on to the police (perhaps trying to give the impression of cooperating with the police and making a full disclosure). However, he did not tell the police about the other five letters. The police then took no further action at that time.

Question, does that amount to criminal conduct? (Either "perverting the course of justice" or "misconduct in public office" perhaps?)
