I saw a report recently that suggested Trump can't actually read, that's the main reason he so frequently goes off-script. But to be unable to clearly articulate ideas or opinions is quite something else for a President. Even both the Bush representatives could sort of string together a sentence.
The man is an embarrassment to himself and the wider human race.
