Glove layering systems?

I've been talking to some folks about layering systems since I haven't got great experience and I'm on the market for decent mittens such as BD Mercury. However somebody suggested to buy a goretex over mitten. They still have some insulation and leather palm for rope handling. 

I can't find much information for over mittens. Are they insulating better than a single expedition mitten system (double for BD Mercury) ?

Goretex over mittens are useful when used in combination with woolen mittens to make a warm and waterproof mitten system. A drawback is that the inner mittens tend to rotate inside the over mittens compromising  belaying. BD Mercury mittens are both warm and waterproof already, so you don't need over mittens.
