What's the best way to do this?

Grangers performance wash then repel. If you have one lightly tumble dry to activate the DWR in the Repel.

Has it been washed regularly during those 12-13 years? Keep in mind that laminated jackets that haven't been cared for properly tend to delaminate if they get washed for the first time after years of use. 

Hmm...

I've washed the jacket in Grangers and notice delamination in the hood and back shoulder area, where most wear would occur. Not sure if it was there before the wash.

The jacket wasn't washed regularly, mainly as it didn't see hard wear with me being selective re weather conditions!
