Indeed, bugger. It obviously needs an amendment to the 1985 commons act to specifically allow it and various other activities. Unfortunately, there will be more pressing issues for parliament once the Tory toffs are kicked out at the next election.
In the meantime, i imagine that a few national bodies might need to have some amicable discussions with the other major landowners on Dartmoor.
