I'm wanting to build an outdoor wall for a growing toddler, I have a perfectly good concrete retaining wall that is a good candidate. Where's best to buy holds and fixings from? I'm intending it to be a fair weather wall so no cover, so the holds will need to be able to drain. Any advice very welcome.

https://customholds.com might be a good place to try. Cheap, good range of bigger holds for kids, they sell concrete fixings too I think. Had a few holds from them before and very pleased with them.
