My mum is 78 years old owns her own house terrace neighbours  roof adjoins to my mums also gutter this is all in poor condition ask neighbour to maintain there side which attaches to mum side hasn’t done anything about worried as my mum can’t afford any cost to her own property due to lack of maintenance from neighbour what can we do this property has been rented  out we don’t have contact for owner mum property has had new roof gutter and all her property maintained

Is it likely that the neighbour's neglect of their property will result in damage to your mother's? If so, is she insured? If so she might want to ring her insurers and see if she would be covered if such damage occurred. If she isn't then you could contact citizens advice and ask what her rights are.

Tell her not to use the guttering as a belay.
