We're bike touring in the Pyrenees for a month but would like to stop in a few areas for a few days to do some easy peaks.

Obviously we won't have a car so where can we base ourselves camping with foot or bike access to the hills?

Cheers.

Gavarnie would be a good option if you're on the French side

Cheers, that was the one I'd marked out.

Lescun

Lescun: stunning views and access to easy walks around the Pic d'Anie, Pic d'Ansabère or Table des Trois Rois
Etsaut in the Vallée d'Aspe: easy access to the GR10 including the nice chemin de la mature, possible to push to the west side of the Pic du Midi d'Ossau
Laruns in the vallée d'Ossau: easy access to very nice walks around the Pic du Midi d'Ossau (to climb it requires a little bit more than walking though). Some minor summits like the Pic du Larry, Pic d'Ayous or Pic des Moines have very good views on the Ossau
Cauterets and Luchon are good bases too (or maybe a bit further up Luchon in Gouaux or Cazeaux)

By easy peaks I mean up to Diff-ish climbing.

The easiest route up le Billare in the Cirque de Lescun involves some proper climbing in short stints. The moves are probably Mod/Diff.
Watch out for izards - one in particular thinks it has the right of way on the exposed mauvais pas.
